The Analog to Digital Converter is used to convert an analog signal into a digital one. The small potentiometer - or trimpot - in the center of the board, allows the adjustment of the trigger value that defines the logic level at the output.
This module is very useful when you don't need your microcontroller, or Arduino, to work with the reading of more than one value from the analog sensor to perform a certain action. If you wish, for example, to trigger a certain procedure with the reading of a single value from the sensor, you can use this module connected to a digital pin. According to the reading of the digital pin, when it changes state (from LOW to HIGH, for example) you perform a certain action. With this you also save up on analog pins on the board. Another advantage is that, as the signal used will be digital, you can leave your microcontroller further away from the sensor, as the digital signal suffers less interference than the analog signal.

Serviria por exemplo pra eu ligar um LDR num Raspberry PI 3? Visto que as GPIOS do Raspberry são todas digitais, não tendo ele nenhuma porta analógica...

Sim, você pode utilizá-lo em 3,3 V, apenas note que a mesma tensão de entrada estará disponível como tensão de alimentação de saída.
